Shannon Nocon is a partner and co-founder of Serino & Nocon LLP and has spent her career representing survivors of abuse and discrimination, wildfire victims, and individuals in civil rights and employment disputes. Shannon works closely with each client to develop a clear understanding of their experience and uses these insights to craft a zealous, practical, and client-focused strategy. Her goal in every case is to give clients a clear view of their options and to be a steady advocate they can rely on throughout the process.
Shannon has represented clients in numerous civil rights, employment, and personal injury cases. Her work includes a series of cases against a California high school for its employment of a known sexual predator, disability discrimination claims brought by a minor against his school and the local police department, and sexual assault and abuse cases against various institutions and employers, including victims of former USC gynecologist George Tyndall. Together with her co-founder, she also obtained a 25-million-dollar judgment in a PAGA employment action against Alaska Airlines and successfully defended its flight attendants’ right to protection under California law on appeal.
In addition to her civil litigation and employment experience, Shannon has represented hundreds of wildfire victims in some of the most devastating fires in recent history, including the 2017 Northern California Fires, 2018 Camp Fire, 2018 Woolsey Fire, 2021 Marshall Fire (Colorado), 2023 Maui Fire, and 2024 Smokehouse Creek Fire (Texas) litigation. Shannon has also served in leadership roles in coordinated fire litigation, including serving on the Steering Committee in the Marshall Fire litigation.
Shannon’s near decade of experience as an advocate for victims of abuse, discrimination, and tragedy has given her a close view of the emotional and financial impact of these events and further strengthened her commitment to holding responsible parties accountable. Her approach is grounded in strong research and writing abilities and the logical, practical mindset she brings to litigation, motion, and appellate practice. This allows her to build cases from the ground up and develop creative legal strategies tailored to each client’s unique circumstances and needs. Shannon has argued before the California Court of Appeal in the First and Fourth Districts and has extensive experience handling cases from initial intake through trial and appeal.
Shannon received her Bachelor of Science from the University of Oregon and graduated magna cum laude from the University of San Diego School of Law, where she served on the San Diego Law Review, as Vice Chair of the Appellate Moot Court Board, and competed at the Federal Bar Association National Moot Court Tournament. She continues to volunteer with USD’s Moot Court program, including serving as a National Team Coach. Outside the courtroom, Shannon is an avid runner and member of the San Diego Track Club, and enjoys traveling and seeking out new restaurants and food with family and friends.

Counsel for a nine-year-old minor with autism who was unlawfully interrogated by police at school and subsequently handcuffed and detained for involuntary medical treatment without notice to his parents. Defeated six motions for summary judgment concerning complex constitutional, federal, and state law issues and ultimately resolved the litigation against Poway Unified School District, the City of San Diego, Community Research Foundation, Inc., and their involved employees.
